There used to be a small machine sold that would bind papers together
to form a book. A quick google search didn't turn it up so it may have
disappeared. The velo bind machine is still around. Separating the
binding process from the photo printing would let you get whatever
quality you wanted.

The google search did turn up a number of companies that will bind a
single or as many books as you want. One example
