I'd risk it if the price is right.  The behavior described is exactly 
what would be expected of a 2s that had a dead or weak battery or no 
battery at all.  That assumes, however, that the seller's reference to 
"flash sync settings" is really to the red 1/60 second shutter speed 
marking which is mechanical like the red B (bulb) marking next to it.

He probably assumes that the red 1/60 is the flash sync setting. 
Actually, the 2s's flash sync speeds are in blue on the shutter speed 
ring and are everything from 1/60 on down.  With no battery these will 
not work at all just like anything higeer speed won't work at all either.

Of course, if the electronics are dead it would also behave the same 
way.  That's where you take the risk of buying a pretty door stop.
