Piers,

E*ay doesn't have an automated blocking system for this per say. There are
some auto checking tools they use when you are posting an item that check
for curse and other banned keywords which might catch this. In the case you
mention what you are seeing is an old banner insert from when WUs Bidpay
service was still available. The date is the original time the banner was
inserted which has then been copied into a relisting. Though Bidpay is no
longer available from WU e*ay do still list it as an acceptable payment
method (someone else owns the brand now and is planning on a relaunch). It
is the direct money transfer version of WU that you can't solicit. As a
seller it is not permissible to offer it as payment option in a listing or
ask for it in your invoice, however if a buyer ask you to take it that is
acceptable though not recommended by e*ay. This same restriction goes for
mailed payments in cash, though not for in person collections with payments
in cash.

As you probably already know e*ay doesn't really police auctions rather they
rely on user reports to guide them to problems. Not a terribly effective
method but the only one that they seem to have. In the last month I have
reported a fraudulent listing for a certain Gr*tsch guitar that a group of
Chinese ids were reposting every day (same pictures and variations of the
text). Yikes do these people do anything else...

Well 180005371175 is a listing which DOES mention WU, and more than that it
accepts WU as payment, and provides a link to WU Bidpay!
It looks like the block concerning WU was added as a revision after the
listing was first created (although I don't understand the revision made in
2003 by a user whose membership dates from 2004).  Therein (revising your
listing), just maybe, is a route around the block.  For now.
