In Italy the law is to grab points from the driver not from the owner of
the vehicle.
But... how many controls do you think there are on the roads?
If you do something illegal while driving you have a probability of around
99.999%
to not have any conseguence.
So the traffic is nuts (I live in Milan), and you must have 10 eyes in
order to survive.
BTW, there are also infractions for 10 points (IIRC driving 40 Km/h above
the limit),
and the points are for 2 years.
