You're right, Mike. I had to read again the contest guidelines for each
category. A broad spectrum of themes were specifically written for each one,
so much that I missed 'control and vigilance' was included. I'm pasting
below from the .pdf:
1) Interacción hombre-agua: El mar y el río impactan la vida y la cultura de
los ribereños y sus visitantes. Esta categoría abarca desde oficios
vinculados al Río y el mar, actividades de investigación científica, hasta
recreación, transporte, deportes y de control y vigilancia.
