'To Hoon' is not a complimentary term...

Wide application. To blunder about, act incompetently, make up excuses on  
the spur of the moment, yet bear no consequences.

 From which derives 'to be Hooned', that is to be kept on in office by  
one's superiors as an Aunt Sally, marked for martyrdom.
