Yes top always comes off. First to test meter movement during the estimate,
and second to do the meter circuit modification for silver oxide battery
use. I have not seen unusual randomness in serial numbers. I had always
believed that bodies were built using bottom covers that were not
necessarily stacked in numerical order.
