I'd give that the edge.
Although I like the diagonal arrangement in the first and the image gives me
the feeling of being in the scene, the second makes me feel like I'm
standing back looking at it - and that harmonizes nicely with the quiet
serenity of the water, mist and plants in fall colors.
Areas of blank grey sky can be hard to deal with (don't I know) and with the
first my eye gets pulled to the area at top left. In the second it gets
pulled to the bright reflection of it in the water, where there are plants
to break it up and its color is warmed a bit. Plus it seems better to have
my eye drawn down than up and out.
