Pretty much exactly what I had in mind Joe. I'd minimize weight by using
1/2" ply on top and maybe 3/8" underneath and ripping the 2x4 in half.
Glue of choice would be polyurethane. Cut a profile other than
rectangular, add some tie down cleats around the edge and you'll have an
excellent and cheap utility rack.
