Police departments tend to focus on speed because it's something they can
measure. Speed in congested places and inattention seem to me to be the
worst problems. The cell phone is just one of many ways to focus attention
on something besides the driving. /jim

It's invalid as heck, for several reasons. Further, studies are showing that
it's not the act of holding a phone to one's ear, but rather the act of
having a conversation on the phone, that's the cause of whatever accidents
are attributable to cellphone use.

Like the similar law in NY, it's going to have a fair amount of effect on
sales of phone accessories and little effect on the accident rate.
