 Isn't that, by definition, the case for any rectilinear lens? The 17/3.5s
would do the same, only wider; a 500mm would be a small section from the
middle, and so forth.

 I just did some testing in the gimp by resizing so they match and then
overlaying one image onto the other, and in practise as well as theory, the
28 is just a crop of the 24. (modulu water ripples..)
