Sean,

Make sure you scrape off all the old adhesive, both on the back of the
cover, and on the back or the rubber piece.  It's a pain, but you'll never
get decent adhesion otherwise.

If you can't find Pliobond, then use the solvent-based contact cement as
others have suggested.
