Sounds to me like the Tiffen may not be perfectly circular, and that the
tolerance on the thread diameter on the two lenses are at work, ie the 28mm is
just over 49mm dia, and therefore lets the filter screw on, while the 50 is
closer to, or just under, and catches on the high spot.
