It's not all that complicated. With a little experience, you'll get a
feel for whether a given exposure is likely to need 1/10 second, 1
sec., or 10 seconds.

If you expect the shutter will stay open for a couple of seconds,
double it. (1-stop)

If it's around 20 seconds, double it again. (2-stops)

And bracket your exposures, if possible.

Mind you, it also depends on the specific film you're using. Some may
call for no correction for reciprocity failure with a 2 sec. exposure.
Others may call for 2-stops correction, instead of one. You've simply
got to know your film, if you're into very long exposures.

Also, proper exposure, in situations like this is sort of an imprecise
science. It's not like a 30 sec. exposure will be perfect, but 28
seconds or 33 seconds will be awful. Such tiny fractions of a stop
difference are often meaningless here.

That'd be difficult, as different films have different reciprocity
failure characteristics.

Honestly, I think you may be making this more complicated than it has
to be.
