 I don't have one of these cameras, but I just downloaded the manual from 
http://www.olympusamerica.com/cpg_section/cpg_download_manuals.asp 
 and it looks as if there's no way to do this explicitly, other than the
'long shot' mode, which lets you set it to 1/2/4/8/15/30/60 seconds.

 However, it looks as if the various exposure modes give you the ability to
control the shutter speed a bit, it's just a matter of working out which
mode does what you want in a given situation.
