THe 35mm shift is around 4-500 bucks in great
condition used on e-bay and a little more from a
dealer like KEH. It is 1,000 new from B&H. Good luck
with a 24 shift if you can find it it's at least 1,000
bucks and ranges up to 1500 used (there are some on
KEH) and 2,000 new. Nikon only has a very long angle
micro-Nikkor 85mm (I think) shift which is quite
expensive and isn't as useful for architechture I
would think. Canon has a nice selection of lenses that
can tilt as well as shift. These lenses IMHO sacrafice
a lot more than the Zuikos in terms of portability,
useability, general feel, and IMHO picture sharpness. 
They are clunky and heavy and pretty much restricted
to a tripod whereas the Zuikos are portable and easy
to use. 

If you go Canon why not just get a large format which
will give you the best options for architecture from a
tripod. Olympus, however, provides an option for
architecture which is portable and discreet while
Canon seems to try to emulate large format in 35mm but
they lose mobility and discreetness. In other words
Canon gives up many of 35mm's advantages while not
gaining that many of large format's.

So in closing I would say that if your friend is
serious about architechture maybe he should try large
format. If he needs all the advantages of 35mm he
should get Olympus and a 35mm or 24mm shift, costwise
the 35mm is cheaper used than Canon's offering and
better quality. The 24mm is much more expensive (2000
vs 1200 new and 1000-1500 vs 600-900 used) but it is a
whole lot more useful and much better quality IMHO.
There are other manufacturers that make 28mm shift
lenses and if you can find one Schneider Kreutznach
even made a 28mm for Nikon and Olympus mount. Good
luck finding one though cause these are very very
rare.
