Photographers have joked for years about the fact that small children always
smiled best just after the flash fired. Someone followed up on that and made
a flash that had a small flash tube that prefired before the main tube fired
for the camera. Perhaps someone has that feature available now but, if so, I
am not aware of it. /jim

I have found that a baby who is very young will stare at you and the flash
will dazzle them. I don't think the flash "hurts" their eyes, but it does
cause the baby to become wary. My grand daughter very quickly learned that
camera meant flash; she would then shut her eyes at the most inopportune
moment. I have almost given up on flash with her and she has learned that
when grandpa takes pictures there isn't a sudden flash and she doesn't
squint. As a result she has turned into quite a ham and we get delightful
photos. I do have to use available light and faster film, but 400asa B & W
films from Kodak and Illford are more than fine grained enough for most
work.
I shoot pictures of her in a room with a large sliding door to one side and
a
small, high window above and behind. The large door is the main light
source, and the high window is the source of high lights on hair or
backlighting ( great with a blonde). I also use a reversable white of gold
reflector that my wife wields.
In general I think that unless you can afford a rather elaborate
multi-flash,
umbrella and light box setup, you will get rather harsh results with flash.
But the main reason is that a child will become conditioned to flash and
anticipate it so that the photos will be more difficult to make.
