Yes, it is: it's a bit like an amplifier sounding louder indoors than
outdoors. When flash is used indoors in a confined space, there are
reflections from ceiling, walls, furniture, etc. that help to
concentrate the light. Oudoors there are little or no reflections, so
the light from the flash is dissipated. (This is true at night, as well
as during daylight.)
