The problem with a Polariser is that sometimes you don't want to
reduce/remove reflections, which the polariser will do, it also tends to
darken the sky in many photos, which sometimes you want, sometimes you
don't. The ND filters don't impart any changes, just give you less
light. But you do make a good point, in many cases a polariser will do
the trick without changeing the scene.
