If that is all it did how could you justify the expense !

I think you will find it is more like shifting the camera 10mm divided by
the magnification, e.g. if you are photographing something 35 m from the
camera the magnification with a 35mm lens is .001, so shifting the lens by
10mm is like shifting the scene 10 m in the opposite direction to the shift.
