Why don't you just find a used shutter tester somewhere? Wouldn't that 
be easier than building one? If you are familiar with amatuer radio, 
they have swap meets here in the US where all kinds of equipment shows 
up, not necessarily related to radios. I'm sure that one would show up 
at one of the larger meets.
