Paul,
  In all likelihood you have hit on the problem.  The OM1 uses the PX625
mercury cell at 1.35v .  When the improper cell is used (ie a PX625A
(alkaline at ~1.5-1.55v) the reading on the meter is around 2 1/2 stops
off.  Other replies will most likely follow with more detail.  The meat
of the matter is you have the wrong cell.
  Others will most likely offer sources and alternatives for the proper
battery.
