In Outlook (Express), if you create a new message or reply to an existing one, 
go
to Layout/Coding.
It should be set to Western-European (ISO), an certainly *not* to Japanese,
Chinese or Koeterwaals ;)
Furthermore, the layout should be set to unformatted text and not HTML. To make
this your permanent setting, go to Extra/Options/Send. The configuration for
unformatted text should be mime w/o encoding.

To disable the popup window permanently to avoid incoming messages from people 
who
don't commit to these rules getting annoying, you should disable the 'install on
demand' checkbox in the advanced options of Internet Explorer.

If everything else fails, you can actually install support for Japanese, 
Chinese,
Koeterwaalse and all other coding, from the MSIE install disk or when the box 
pops
up (if you can't beat them, join them).
