I believe flash metering systems from other manufacturers' current models
use OTF metering in some instances - does anyone have any idea what they are
calibrated to? - and does this mean that other manufacturers also seem
confident that differences in reflectivity have little influence on exposure
(or don't care) ?

Sure looks now like
the film industry has killed the assumption that OTF metering mimics 18%
reflectance.
