I don't have a problem with contest rules made clear. I've been on
the other side of the coin, as the PD for a non-profit radio station
looking for T-shirt designs. We held a contest but retained rights to
all images submitted. Our goal, clear and simple, was to get several
usable designs. We made this clear in all advertising and the artists
who submitted knew that they were donating their image, with the
possible return being a few free T-shirts if we used it. 

We lost a few artists who weren't wiling to work under those
conditions, and I understand their position. But there were a lot of
up-and-coming artists, students, and amateurs who were happy to enter
for the chance at winning, and the recognition of seeing their design
(usually with an included signature) on a T-shirt or poster.
