I personally dislike officials taking it upon themselves to presume one is 
guilty, 
or is going to be.

The whole issue is so petty and pathetic I find it hard to comprehend.

Duties on the commercial traffic of goods is absolutely immense.  Goverments 
make 
vast sums of money on the bulk movement of goods. It simply is not financialy 
neccessary for them to inconvenience, hassel and badger individuals in transit 
over 
utterly petty amounts of potential revenue.

Governments and their officials should learn to develop a sense of proportion.  
Unfortunately I think the real problem is bored officials who enjoy exercising 
their 
power under the guise of duty.
