I found out the hard way that equipment coming into US from Canada IS
subject to customs charges IF it's not made in one of the NAFTA
countries.  I purchased a used Jobo processor from someone in Edmonton. 
I got hit for $129 in duties.  I spoke at length to US customs.  Found
out that I was charged because the unit had been made in Germany. (And
because the seller had written this and the price clearly on the
shipping tag.)  This Jobo would incur duties every time it crosses the
border until it's demise. If only Nicaragua (or even US) had made the
processor, there would be no duty.
