You might try S.K.Grimes who seems to have reasonable rates listed on his 
website and specialises in recementing, custom filters (he has an interesting
 method patented)  and large format cameras. If you send him the lens element
alrady removed he may be able to do it more inexpensively.

For repairers his site has interesting photographs and information on
old and new techniques for cementing  and also info on lens threads.
I have not used his services but like his homely site.
