Because meters go out of adjustment.  Even with the correct mercury
battery, I put many 1s on the tester and find that over the years they
are off by maybe 1/4 or 1/2 stop.
The bottom line is that the silver oxide conversion allows you to use
the 1.5V battery, (as does the MR9) but it is not an automatic fix for a
meter that was already inaccurate. The mechanical adjustments always
have to be done last.
