As Gary says, it's the diaphragm.  Focusing is not the issue.
The way many Vivitar lenses are mad, the diaphragm is part of an interior 
module.  The lens has to be completely
disassembled to fix the lube problems.  Often it's a case of too much lube. 
 I just tossed a Vivitar 24 2.0 (made by Kiron) with that problem.

Looks very clean, glass and body, zoom/focussing is quite firm.
