[OM] maximum lens speed

"Has anyone tried to put a close up filter on the 300/.45?"

This amusing typo (the lens would be over 2' in diameter!) got me to
thinking...

I've read that the maximum lens speed possible in air is f/0.7. However,
I've never seen an explanation of this limitation. Does anyone know the
reason?
