The two cases I am familiar with involved stock photographers, both
of whom had business credentials, licenses & working in their home towns,
shooting 4x5. There's apparently fear of terrorist bombings and the use of
photographs for studying the structure (like anyone driving by with a
video couldn't get even more useful info)
