I can’t fathom why the WHO would give them a poster in English.

From 2nd or 3rd grade, all schools teach half the time in the national language and half in English. Caught between India and China, playing a dangerous game of balance, with a language spoken by less than a million people, they chose long ago to co-adopt an international language rather than choosing one of their giant neighbors over the other.

I don't remember the exact timing, but generally anyone under 25-30 has some English and many are fluent. On our first trip, we sat in a high school classroom and listened to a debate about arranged vs. love marriage, conducted, very well, in English.

All road signs, all official notices and almost all retail signs are in both languages. It's actually better than the rural part of Connemara, Ireland.

Because of Bhutan's geography and history, most people are tri-lingual, in the language of their birth region, Dzongkha, the national language, and English. Depending on where you look, there are between 24 and 28 languages spoken in Bhutan, a small country of about 750,000 people. <https://en.wikipedia.org/wiki/Languages_of_Bhutan>

The speeches at the WHO event, by both the Minister of Health and the WHO rep, 
were in English.
