The sign says "STOP McCann Circus".

Madeline McCann was the young English girl who was abducted from her parents' 
vacation home in Praia da Luz in May 2007. Her parents are both MDs, him a 
cardiologist and she a family physician. The Portuguese police and 
prosecutorial authorities cited them as "arguidos" or "defendents" although 
according to the lengthy piece on Wikipedia the Portuguese investigation 
process, whether by the GNR or the criminal police, was flawed from start to 
finish. The parents continue to be in limbo as far as completely clearing their 
names is concerned. The British police sent investigators to Portugal on 
several occasions which cost the UK tax payer untold millions of Pounds but 
uncovered next to nothing. Huge amounts of private money were raised for "Find 
Our Madeline" search efforts all of which have proved unsuccessful. The best 
analogy I have of stopping the McCann circus [no doubt the work of a local 
resident] is the long time and ongoing interest by some in the below street 
level Cavern Club in Liverpool where the Beatles started out in the late 1950s 
/ early 1960s. Even in the mid 1970s when I was at the University of Liverpool 
the place was a "yesterday place" and most often generated a disinterested, or 
worse, yawn from the locals. Twenty five years later when next in the city any 
mention of the Club generated a "go away" sort of attitude. However, the City 
didn't forget its famous foursome [they forgot the original drummer Pete Best I 
think! ] as is seen here

I suspect that the residents and the generally well to do, and largely British, 
tourist visitors to Praia da Luz have grown tired of and bored with the never 
ending attention they receive from a most unfortunate, and yet unresolved, 
child kidnapping. Whether she will ever be found is doubted. She has / had an 
unmistakable condition in her right eye which would make her instantly 
recognizable.

As for "STOP" on a Portuguese traffic sign here's the reasoning. Along with 
"Taxi" these two words must be among the most instantly recognized words 
anywhere. Plus, the stop sign is octagonal as it is in north America. "STOP" is 
Portuguese is "PARE" and I'm sure that word has found its way on to Portuguese 
stop signs but I have never seen any. Having driven ~ 3,000km in southern 
Portugal every March / April since 2014 I have never seen a PARE sign nor in 
Lisbon and Porto in September 2017.

Quebec is Canada's only uni-lingual province ........ French. New Brunswick is 
Canada's only bi-lingual province ....... French and English. In the former 
there are no STOP signs. They are "ARRET" signs!! In NB to be in compliance 
both words are often used but in all cases the sign board is octagonal in red 
with a thin white border. From what I gather France even uses "STOP" signs :-) 
Spain likewise and definitely Gibraltar..
