Wrong. Filter rings are female threads, whereas these are male. Correct that it 
can't be used for filters, though. ;-)

   Several sites mention "32mm slide on" versions but no clue what they are.

Slide/push/slip-on filters were pretty common in folding camera days. Somewhere around here, I have a Kodak Wratten filter adapter of push on design from my dad's old Kodak folder. A google search for images of "push on lens filter" shows all sorts, from ancient to contemporary for drone/action cameras.
