I am not sure of the formal position beyond the statement that the Bask of
England will continue to accept them.

However, as a UK citizen with a UK bank account, I was recently able to pay a
small number of equally old one pound coins into my account at a local branch
of a national bank, and I would expect a similar arrangement to be possible
with the paper notes. So, my first suggestion would be to find a friendly UK
citizen with a bank account who would pay them in and withdraw a similar sum in
new notes to give to you. Perhaps someone else can give an authoritative
statement as to whether this will be possible?
