This will result in uncontrolled releases into the Buffalo Bayou, which
goes right through the centre of Houston. This is an earthen structure
paralleling the Katy Freeway on the northwest side of town. Water spilling
over the top could scour the downstream side and weaken it, causing it to
breech.
