IF you MUST go cheap, get RawTherapee. It's a pretty good Raw converter and
half decent editor, with a great manual on line.
AND, it's still under active maintenance and development, stable releases are just that and even the betas are generally
pretty bug free.
And it's free. If you must go dirt cheap/free, it's the only sensible choice.
