I', using ver 1.4 too, the way I copy the development setting from one image 
to another is:
- In "RAW Development" click on the image.
- Apply the setting changes.
- Check the other images you wanted to apply the same changes by clicking 
the check box at the lower left corner of the thumbnail (do not leave the 
current image you are editing)
- On the image you have made the edit right click and select "Apply current 
setting(s) to checked images"
- Done.
