I haven't checked the E-M1 manual. Oly has always said what the E-M5 manual 
says:

"• The image stabilizer cannot correct excessive camera shake or camera shake 
that occurs
when the shutter speed is set to the slowest speed. In these cases, it is 
recommended
that you use a tripod.
• When using a tripod, set [Image Stabilizer] to [OFF]."

In the GX7 manual, Panny says the same thing:

"• When using an optional interchangeable lens with an O.I.S. switch, it is 
possible to set to
enable the Optical Image Stabiliser by switching the O.I.S. switch on the lens 
to [ON]. (At the
time of purchase, it is initially set to [Lens ].)
• When a tripod is used, we recommended that [Operation Mode] be set to [OFF]."

OTOH, I always forget to turn IS off when I use a tripod, and have never seen a negative effect - at least that I've been aware of. I believe I've read similar comments from others, but have no idea who or where.

Perhaps you are the one to take On/Off test shots and enlighten the rest of us.
