Responding to your comment, I've found State minimums to be more common
than maximums. Fresh milk had a minimum price floor (at the retail level)
in SC for years. Grocery store chains fought the state legislature for
years to have it removed so they could sell milk as a loss leader to get
customers in the store. Producers claimed it insured a steady supply of
milk. Legislature finally revoked it. And we still have milk. Cigarettes, I
suspect, are a different issue. The States agenda is a desire to keep the
price high enough to keep them out of the hands of minors.
On the flip side, the only time I have seen a maximum price control in
these parts was after Hurricane Hugo when there was a maximum allowable
charge for gasoline and generators. The gas supply held but the available
generators disappeared quickly.
