As vortex generators go, those are rather small and not so many. I don't 
believe anyone designs them in at the beginning, but they are added after 
problems are noted in initial test flying. The type and location can be 
assessed in a wind tunnel.

Hi Chuck,

There has been quite a bit of work on the design, application, and sizing of
the VG pairs themselves.  I'm not sure about the aftermarket kits such as
this for specific aircraft.  I feel sure that when you see them on
production airliners, they have been refined in the testing process.

In the case of this application, the VGs are bonded to the aluminum surface,
using a template to lay out the locations and angles.
