Diaphragm ring could have dried lube in it. Is this an Olympus lens?  If 
it's built like other Pen lenses, remove name ring, remove filter ring. 
  Unscrew front lens group, focus all the way out (on some pen lenses, 
dia ring tab will not clear inner parts unless focused out) then remove 
dia. ring.
