There is a printed resistor board that brushes rub on.  There are two 
pads that must have good contact for each manual shutter speed.  It's 
possible that the low manual pads were dirty but then probably all the 
pads needed cleaning anyway. Dirty magnet would wildly affect all speeds 
auto and manual. A 3/3Ti could have erratic slow speeds due to the slow 
speed governor, not the same in an electronic camera (as you pointed out).
