I suspect the 25s was > the time taken to store an image on the cassette, rather than the > exposure time, Surely. About the same time I had a friend that designed and manufacturered broadcast TV stuff. One project was a character generator set up for election returns. It used a cassette for storage. Imagine how efficient that was!
