Have you checked for updates? PS should be able to do this itself, but
may have to be asked to do so. Boxed software on a CD often has been
sitting around a while.
Help=>About Plugin=>Camera Raw will tell you which version you have. The
E-3 wasn't added until version 4.3.1, so if you have anything earlier,
it won't work.
There was a warning a little while ago about the latest version or ACR,
so I haven't upgraded beyond 4.3.1 yet, but I suppose it's all been
fixed by now. You can pick your poison here.
