What I really wanted to do was drill a 5/8" (16mm) hole and fill it with 
a piece of dowel.  Then, although the new hole would be off center from 
the center of the dowel the new hole would be completely contained 
within the dowel and the hardness of the material would be uniform.  But 
the only 5/8" drill I have is a spade bit which does not make accurately 
sized holes, especially when starting in a previously drilled hole.  The 
cost of a 5/8" twist drill with 3/8" shank was prohibitive for this 
project.  The 1/4" dowel pins are working well enough (even for me).
