For raw files I wouldn't trust anything other than the manufacturer's
tools to edit the tags in the file. Common file formats like jpg are well
documented so adding tags is safe. If you really want to add information
to ORF files I would suggest using xmp sidecar files instead but I'm not
sure if Picasa2 supports them.
