I'd say 30 euros for a 24/2,8 is not a bad deal, even if it were a bit
shabby looking.

Regarding the self timer, speaking as an amateur I'd say it could be either
the cause or a symptom of the problems.

If it is the cause, the following can be the case. Internally the self timer
effector got misaligned with the knob on the shutter release shaft it should
be locking into. It could have locked the shaft, preventing the shutter to
fire or preventing the shutter button to get beck into its 'ready' position.
If so, and if you are an interested mechanical craftsman who wants to risk
messing up his camera, you could try to take a peek at the location where
the self-timer encounters that release shaft. To do so, you could peel off a
bit of the cover, the angle closest to the rewind release button, and look
for a vertical opening, possibly covered with a piece of cardboard.
There should be a vertical shaft visible (basically the one you push down by
pressing the shutter button) with a screw screwed in from the direction of
your view. Now there shold also be a (piece of a) lever (effected by the
self timer) visible. Ideally, it would be positioned so that it can
catch the screw, with the ability of pushing the shaft along its own axis in
the direction of the bottom of the camera, just like you'd do with your
trigger finger. With your camera , these items could be just a bit off: the
lever could lock the movement of the shaft, and its own movement.

Have fun with the lens and perhaps even with the camera.
