I think when PDFs were first introduced, they were graphical, and you could
not get text out of them.

However, that is no longer the case.  When you produce a PDF, some programs
give you the option of embedding fonts.  If you choose that option, then
your files will be fully portable.  If you don't choose that option, then
you can get font substitution, or even missing characters, when your files
are viewed on some other computers.
